MDX's commitment to Miami-Dade County extends far beyond the construction and maintenance of roadways. In addition to being responsible for all purchases and contract administration matters of the authority, MDX's Procurement Department is also responsible for the implementation of and compliance with MDX's Procurement Policy, Small Business Participation Policy, and Local Business Preference in Procurement Policy.
There is no standard certification requirement to do business with MDX. Businesses are not required to be an MDX Registered Vendor in order to do business with MDX. Each solicitation, depending on the type of the goods/services being procured, will have different qualifications/certification requirements. MDX does not certify or pre-qualify vendors; however, we accept FDOT and/or Miami-Dade County certifications, as applicable.
For services related to capital improvements (i.e., Architectural Engineering and Construction), MDX usually requires vendors to have one or more FDOT pre-qualifications pursuant to Rule Chapter 14-75 and/or Rule Chapter 14-22, Florida Administrative Code. The types or classifications of work required are determined based on the expertise needed to deliver the services.
For construction related services needed as part of the MDX Renewal and Replacement Program (guardrail/fencing, landscaping, roadway lighting, etc.), MDX usually requires vendors to have a certain number of years of experience or number of projects completed with other agencies.
For services not related to capital improvements (i.e., accounting, legal, marketing, advertising), MDX usually requires trade-specific certifications/licenses such as a CPA, membership in the Florida Bar, etc., in addition to years of experience and a proven track record.
It is important to note that the same requirements that may apply to a prime vendor may or may not apply to a subcontracted vendor. Vendors should review each solicitation to verify the requirements and/or contact MDX’s Procurement Department with any questions.
For construction contracts in excess of $250,000, MDX requires a Payment & Performance Bond in the amount and for the term of the contract. In addition, MDX requires that a Bid Bond be submitted with a Bid in the amount of 5% of the vendor's bid.
MDX requires that all vendors disclose, whether a lobbyist, as defined in the MDX Procurement Policy and inclusive of a firm's principal, has been tasked with lobbying MDX in relation to a specific solicitation. A Lobbyist Disclosure Affidavit form ("Affidavit") shall be completed and submitted to the MDX Procurement Department. At the time of bid/proposal submittal, this Affidavit will also be required to be included. Lobbying activities during the Cone of Silence are strictly prohibited.
MDX requires insurance from all prime vendors. The level of insurance required will depend on the services to be provided and potential exposure as determined by MDX. The following insurance coverages are usually required: Worker's Compensation, Commercial General Liability, Comprehensive Auto Insurance, and Professional Liability Insurance for professional services contracts. Other coverages may be required depending on the services.
MDX enforces a Cone of Silence during all of its procurements, except for Small Purchases. This requirement prohibits all potential or actual proposers from communicating with MDX representatives in reference to a specific solicitation outside of the parameters established in the solicitation document. It is important that all vendors are familiar with this prohibition, in order to avoid procurement disqualification.
MDX holds a pre-proposal/bid conference for all Other Purchases solicitations, as well as for some Intermediate Procurements, depending on the goods/services being procured. For the majority of procurements, attendance is not mandatory, however MDX encourages all vendors, primes or subcontractors, to attend the pre-proposal/bid conferences, to gain a better understanding of the project/services and related requirements, to meet MDX officials, and to network with other vendors for potential partnering, whether on the current or future solicitation.
