Economic Development

MDX is committed to the growth of our local economy. We are actively reaching out to the community and empowering businesses to gain additional professional experiences. To ensure that small and local businesses are appropriately included in its contracts, MDX has adopted the Small Business Participation Policy and the Local Business Preference in Procurement Policy. In support of these policies, MDX implements a dynamic Educational Program, including free technical and administrative trainings, as well as partnering with other agencies' outreach efforts. Small Business Participation

MDX has adopted a Small Business (SB) Participation Policy that requires a minimum of 10 percent of the dollars awarded by MDX on an annual basis be dedicated to SB's. To qualify as an SB, MDX accepts Miami-Dade County certifications: Community Small Business Enterprise (CSBE), Community Business Enterprise (CBE), Small Business Enterprise (SBE), and Micro Enterprise (ME). All certifications are accepted to meet the Small Business participation requirement in a contract as long as the certification applies to the services being performed. To ensure this Policy is met, MDX takes the following measures:

  • Majority of solicitations require a minimum of 15 percent SB participation
  • Majority of solicitations include bonus points/bid reduction for selection purposes if the required minimum percentage of SB participation is exceeded
  • MDX strictly enforces SB utilization in its contracts


Local Business Preference

MDX has adopted a Local Business Preference in Procurement Policy. This policy sets out certification criteria and the process for vendors to become certified by MDX as a Local Business. Preference may be given to MDX certified Local Businesses in a solicitation. This preference may be applied in several different ways as detailed in the applicable solicitation document. In order to become an MDX Certified Local Business, companies must meet all of the following three criteria:

  • Sixty percent or more of the firm's ownership must reside in Miami-Dade County
  • The firm's main office must be located in Miami-Dade County for a minimum of one (1) year
  • Sixty percent or more of the firm's employees must reside in Miami-Dade County
